Forms can only be completed by one assignee at a time. In Group Goals, when a form is assigned as an action item, the first Goal Owner who completes the form and action item will have their form saved as the submission. At that point, other goal owners can undo the action item, make changes, and mark the action item done, but their changes will overwrite the original submission. It is not advisable to have multiple people complete the same form in Sibme.
