Yes, the Account Owner can view a list of all users in each child account by accessing the Analytics page.
After accessing this page, click the dropdown menu to sort data by “all accounts” or each individual child account.
After you have selected a child account, click “User Summary.” A list of users will populate in a table below. The people in the list are users who are participating in the child account you have selected.
